Progress of Smart Community of Urumchi: for Better City Administration and Public Services

China is a rapid urbanizing country and experiencing a dramatic economic transition. Upon the concept of Digital City, Smart City is proposed to be an advanced system to solve or/and mitigate the social problems caused by urbanization and economic transition. Urumchi, as the capital of Xinjiang (China) that is a new base of China’s resources and a new core of China’s economic development, needs the most advanced social management systems to cope with the increasing demands. Smart City project for Urumchi is thus under construction to meet the existing and coming challenges. As basic administrative cells of China’s cities, communities play an important role in building Smart City because they are the cells directly serving the public and directly confront varieties of social problems. In this paper, we demonstrated a Smart-City solution for Urumchi and showed its preliminary progress in implementing the solution. We first categorized communities within Urumchi according to their socio-economic characteristics. We then carried out a three-step working plan to develop a Smart-City solution. The first step was to classify the specific demands of socio-economic information from the perspectives of the administrations and the community citizens. An overall design was put forward based on the classified demands. The second step was to build software and hardware infrastructures supporting constructions of “Smart Communities”. Third step was to choose concrete and specific administrative and public service demands to design their work flows and application structures. It should be stressed that improving the digital information infrastructure is the key to a success. The improvement contains two major parts. One is gridded management of spatial and social data of communities. The other is standardization of data for various demands from different type of administrations. We took two typical communities, Qinghai Road Community and Second Bridge Community, as the examples to demonstrate how we realized effective and efficient data gridded management and standardization. We took management of floating population and blind people as the application examples to discuss the processes to realize Smart City logics. An application evaluation framework was proposed and tested to assure our confidence in advancing Smart City project for Urumchi City.
