Digital Xinjiang: Its Past, Present and Future

Xinjiang, covering one sixth of china’s territory, is a new base of China’s resources and a new core of China’s economic development. This paper aims at summarizing the development of Digital Xinjiang and proposing a roadmap of Digital Xinjiang for the future. Immediately after Digital China was set up as a target for China’s survey and mapping in May of 2000, Digital Xinjiang was set up as a target for Xinjiang’s survey and mapping. After a persistent effort of more than 10 years by scholars and governmental agencies, the project (i.e., Digital Xinjiang) is on a right to move forward. The development of Digital Xinjiang can be divided into three phases: framework construction phase (2000~2007), developing phase (2007~2020), and advancing phase (2020~). The major task of the first phase was capacity building, i.e., constructing infrastructures of wire and wireless communication networks. The major tasks of the second phase are information system developments including constructions of geo-spatial framework of Digital Xinjiang, geographic information database, and geographic information public platform. The major tasks of the third phase will be applications of Digital Xinjiang” to social managements and upgrading “Digital Xinjiang” to “Smart Xinjiang” or “Intelligent Xinjiang”. The success of the first phase laid a solid foundation to the second phase. For example, a 1:10000 fundamental geographic information database of Xinjiang, the core of Digital Xinxiang, has been built. The project has been demonstratively implemented in four cities (Kuitun, Shihezi, Kuerle and Yining) and twenty one (21) cities are under planning for near-future implementations. It is assured by technological advancements and economical developments that “Digital Xinjiang” will be upgraded and the functionalities will be expanded. It should be stressed that “Digital Cities”, as a major part of Digital Xinjiang, are smoothly entering into “Smart Cities” including Intelligent Transportation System, Intelligent Emergency Management System, and Smart Tourism System.
